You refer to the so-called Quasi-Similarity Transformation, which should be used when a total station cannot be leveled? Such a situation is handled rigorously by JAG3D. So I wonder what you are really missing?

The implemented equations of the network adjustment are documented here. The coordinate transformation is explained in detail here.
